Because if everyone keeps their RR then why would there be a new season at all?
It would just take 1 day to level back up to 50 for the existing players and the new players would be exactly in the same position getting farmed in the previous season.

Realm points are maintained, but there is a weekly RR cap that gets unlocked as time goes on. Regardless of how high you are, we'll all by capped at 3L9 for the first week or so and they slowly release a new cap every week. It will take close to 6 months before a RR 12 gets access to his full Realm Points.
