Valkrie instant AOE heal no cooldown

I am currently able to cast the instant aoe heal spell on my valkrie over and over as long as i have power. It should be on a 15 second recast delay. Video link https://www.youtube.com/watch?v=yEnKiH9rYyk

Normal behaviour of instant heals when they don't heal anything.
