I was testing buff % items on a Friar (menddabones)
butt naked i have 101 dex
using level 48 baseline dex it delves for 48 but it casts for +60 dex so my dex goes from 101 to 161
adding a 5% buff item same level 48 spell my dex goes up to 163 the 5% appears to be bases on the delve not the actual spell improvement
using a STARDROP ( taking the other item off) bringing my buff % up to +20% same level 48 base dex spell again goes only to 163
using my cleric (shocknawe)
but naked dex 76
using baseline dex delves 48 but it casts for +55 5 less than a naked friar so my dex went to 133
putting on dragon gloves +5% buff recasting same level 48 delve +48 dex spell it goes up to 136 same base +2 as friar bump at 5% so i presume its a bonus to the delve not to the actual spell increase
addding a construct ring buff% goes up to +10% casting baseleine dex goes to 138 up another 2pts
adding a scorched dream shield buff% now + 20 no increase
cleric using spex dex (yellow) level 40 spell delve +63 it actually casts for +78 dex does from 76 naked to 154
add a 5% item dragon gloves goes up from 76 to 158 increase of 82 which is 5 % of delve not actual
add construct ring buff % +10 it goes from 76 naked to 162 +86
add shield buff % now +20% goes from 76 to 169 up 93
add sleeves bring buff% to cap +25 no ncrease 76 to 169 up 93
the question is why is a baseline dex spell same exact delve as a cleric baseline spell give 5 extra points
also after the last patch curtive Mytherians are give 0% buff increase

You have Buffcaps for playerbuffs
+62 for Basebuffs
+93 for Specbuffs
+155 overall buffcap
so
101+62 =163 -> buffcap, you cant go higher with basebuff
76 + 93 = 169 -> buffcap, you cant go higher with specbuffs
If you reach the buffcap with 5% buffbonus the extra 20% are useless for that buff, but other buffs (spec str/con) have lower value and you want more buffonus to get close to cap.
Pets have no buffcap on live (not sure if its the same here on eden)
And for baseline buffs there is also a bonus from your skill, thats why you friar with high buffskill have higher basedex buffs than your cleric with 0% buffbonus. Ask a pachealer how good his basebuffs are without buffbonus that poor guy will cry.
So at the end you not always need 25% buffbonus you just need enough to reach the caps.
edit: But there is a benefit from high buffbonus, if you have enough buffbonus to reach the cap with lower buffs (yellow base) you can save conc and can buff more people.
