Stealth WB Speed Effect

I am not sure if this is a bug or functioning correctly but it seems as though the speed decrease from the Water Breathing that is given from realm buffs has an effect while stealth. The water breathing potion gives you increased speed while stealth in comparison. This was tested a week ago w/ myself and a groupmate with the same MoS, and honestly could have been fixed since then. I haven't played stealth since then. Again, it is only while stealth. When unstealthed, we move at the same speed.
