Tough Snegli Skin - Item Database Web Update

It appears the Tough Snegli Skin was updated in game last year, but the website has yet to reflect the change to the effect on this shield which seems to be causing confusion for players building and modifying templates.

Tough Snegli Skin reactive proc changes:
Hib and Mid versions no longer have a 6 second snare. Alb version no longer has a % heal.
All 3 realm versions now have a 180 reactive heal proc.
