Champ DD S3 Patch 49

Supposed Change in Patch:
Valor Instant DD cooldown reduced from 15s → 10s.
Damage and power cost reduced by 33% to maintain the same DPS.

Delve shows 15s on 50 40 and 30 DD. Its still 15s test on level 30 dd on dummies.
