Rank 0 missing

Hello everyone,
Our Rank 0 member left the guild on the start of Season 3. If I understood correctly, the Rank 0 member was supposed to switch to another account/character after 14 days, but that hasn't happened yet? Did I misunderstand something, or is something wrong here?
