Item requirement rework

Can we please have a relaxing of the item level requirement? It's quite disapointing to do a quest to kill a yellow monster that drops an orange item that you can't use. By the time you can equip it it's already losing it's effectiveness.

Yeah, that's not an ideal situation. We'll think on ways to do it without making battleground templates outrageously OP.
