Currently, the WL PBAOE spell -Spellbinder's Blast- hav a Radius of 300 instead of 350.
I think the change patch was - Version 1.114b Release Notes ► - July 01, 2013 - along with many others for the WL.
(The Range primer is now percentage based instead of a flat value. The range primer also now affects PBAE and AOE spell radius's.)
I don't know if it's a choice or a bug, for Eden's Patch time I think the correct value would be 350

All of Eden's pbaoe classes have 300 radius im pretty sure.
As you said yourself, Eden made the choice of making the Range Primer giving flat values instead of boosting exsisting current value + extra value on top like on Live.
This does however, make the Curse Warlock spec having a Primer that is doing nothing for the PBAOE in Curse as the radius is not affected on from the Eden version. I think this is working as Intented, but it does leave the Curse spec for pbaoe gameplay feel abit akward as you only cast the Range primer in your Curse line, as a castspeed vessle for the pbaoe.

Bainshee pbaoe has always been 350, about Wl it could be a bug or a choice, if we consider almost all of the skill setups we have here, probably 350 is the correct value.
