Scout specs

I am leveling up a scout, and have been told that my end spec should be:
50 bow
42 shield
38 stealth (with rr2, that gives 50 stealth)
rest weapon.

Can anyone explain why 50 bow is needed?
Is it purely because of the damage output, or are there a style that is so good that its worth it?

And might there be other alternative specs?

Last crit shot at 50, last Somatic shot at 50 and slightly more damage.
