POWER TRANSFER IS LISTED AS CHARGE BUT BEHAVES AS PROC part 2
Unfortunately it looks like its still having an issue. I crafted a new piece of armor and a new alchemy charge and it looks the same as the last one I crafted, still behaving like a proc instead of a charge.
