30 second melee snare. Cannot be used from inventory to my knowledge.

Here are a few Mentalist templates that include staff as opposed to sword/shield. The biggest difference between them is the 20% siphon vs. MoM charge on the staves. Both of these should be interchangeable regardless of caster class.

Focus is SC'd on sleeves as stated prior to stats listed.
