When creating the first character in an account on a given realm, they always start in the tutorial.
When creating additional characters, Alb and Hib SI classes will start in SI zones, but older classes will start in the tutorial zone

Not sure why mid behaved differently, but i assume all level 1s should be spawned in the tutorial zone?

This is not a bug, new character start zone is currently randomize between Tutorial & SI zones.
