Random Keep & Tower level reset

I have on several occasions now noticed that Keeps & Towers at random times get a 'Reset to LvL 1 no matter it's level,
Herc's Army ( Albion ) has had 2 Towers in Midgard frontier and 3 time now today from around 8:00am untill now 10:50am both tower has got a Kick down to LvL 1
Why is this happening and I this a Bug ??
