Valkyrie spear changes don't reflect patch notes

According to the patch notes, windmill should be without a DD and have low end cost, while roundhouse should remain as it was pre-patch.
At the moment, windmill still procs the 50 damage pbaoe DD, while roundhouse has no proc and has low end cost.
