Eden-DAoC

Greetings I just made lvl 50 the other day and i was taken out to the Dragon zone or wherever you get the dragon prequest from and she did not have it for me, is there a quest chain that leads to her or is the game just broken? thank you in advance for any help given.

The faction quest is from Storr just outside the Svartalf settlement.
