Player Bounty System IDEA

We have a fun chat in rvr the other night, which brought up this idea.
Players can Place a Bounty on a player: example u were killed like 3 times same player aka camping or something, u get to place a bounty on him. If that player gets enough bounties placed on him, he gets flagged on map and theres a quest that become available, perhaps location is vague and just in area. Only someone who takes the risk to accept bounty quest will gain or lose rp's, but the downside is that if the person accepts the quest and dies he loses Rp's and winner doubles RP's received.
If person accepts quest, and kills person with bounty he gets some money and extra RP's. If defending player kills person with quest he gets double his rp's. Then the infamy gets bigger and bounty goes up until killed.
This would probable target mostly stealther's but def would make it fun for campers and vise versa. Now if someone exploits this, just like anything else ban hammer.
