Nature's Curator Missing.

Hey.
I just noticed that i'm not getting the lvl 10 Nature's Curator offensive proc buff at all when leveling nurture on my lvl 28 warden, i'm currently lvl 28 nurture and it's nowhere on any of my lists.
I can see the skill in the trainers info list and before i hit train, but nothing shows up on my end after training. I never receive it.
I also tried a respec and still nothing.
