KOTH border not working

Hey there, the last couple KotHs I have noticed that people are casting from the outside on the inside people and not getting penalized/ killed from the border restrictions. Is this intended? It's happened numerous times where a bg (this time it was Mid) was casting outside and nothing was happening to them.
