Soldiers retaliation (11% CL parry buff)

- Steps to reproduce the bug

Train Soldiers retaliation on a class without the ability to parry (assassin in this case)
Go to hit back dummies outside capital cities, then activate Soldiers retaliation and let the dummy attack you. Observe that you'll never parry. I've tried this 10 times so far, and no parry- also I've observed I've never parried in RvR fights since season 2, and parried often enough to notice the sound effect/animation in s1.

I'll post more screenshots of data if you wish, but figured this would get the point across. The screenshots all pretty much look like this. Lots of evades, hits, misses but no parries.

Could we meet sometime in game or public test realm and you temporarily remove the CD? That would take hours since it's on a 5 min cd
