Band of Clandestinity - use with no target

Item can be used with no target and gives the cooldown for the usage.
Can be repeated by this circumstances:
1) Acquire Band of Clandestinity
2) /items build
3) put debuff on hotbar from spell library
4) unselect targets
5) use
A fix would produce an error if no enemy target is selected and not eat the cooldown
