3.0 second cast time of Cabalist area of effect disease (Cursed Essence) is not reduced by dex.

Class: Cabalist
Spell name: Cursed Essence, 44 Body Spec.

Problem: Has hard 3s cast time when first cast.

Video above shows following in order:

1) casting time of single target disease with current dex, which is also a 3s spell. (affected by dex)
2) two initial casts of Cursed Essence, with a hard 3s cast time. (unaffected by dex)
3) casting time when Cursed Essence is spammed. Dex appears to affect subsequent casts. (1st cast not affected, subsequent casts affected)

Correct Behaviour: The first cast of Cursed Essence should be as fast as the subsequent casts (i.e. affected by Dexterity stat).
