Why Necromancer Stealth Nerfs?

I was the necromancer TL for almost two years on live. I know this class as well as anyone including anyone in mythic. Why does 25% duration not effect the length of Facilitate Pain. It does not here. Why is that? Why tell players this is a copy of the 1.9 update and everything is based on that but necros are devolved here unlike any other class that I have noticed.

Dont get me wrong, theyre ok here, thats all but any changes should have been made clear to the playerbase as thats only fair.
