Smiths not repairing some objects

Hey ppl, does anyone noticed that Smiths are ignoring to repair ceratin slots? I am finishing my TP so checking the bonus in very detail then I notice differences, after a quick check I figure out the reason, for example my cloack stop to give bonuses because it is under 90% condition, when I go to the Smith he/she say that thee is nothing to repair
