Eden-DAoC

Hello Eden team! It recently came to my attention that minstrel pulse charm has a duration of 10s, and not 11s like it did on live at and around this patch level.

Here is an archive of the oldest official DAoC minstrel class page I could find (from 2011) that lists the duration at 11s instead of 10.

It is just a display error due to how live code their spells like 2001ms cast time, 3999ms frequency.
In practice it was 10s like reference charplan shows.
