Healer RR5 unaffected by +healing effectiveness

The Healer RR5 Sputin's Legacy is unaffected by +healing effectiveness from gear(toa) and MoH RA. With +20% and another 30% Healing effectiveness it only heals me for 30% of my max hp.
In support of my claim that the RR5 should be affected I will show:
1.Friday Grab Bag:

"The Heal bonus% stat only affects heals or heal-over-times that print a heal value into the combat log."
The RR5 prints out a number which can be seen in my screenshot at the very bottom.
2. A video from ywain (2016) of a healer using RR5 and getting healed from 0% to 49%.
