HIB: [Summoner's Silken Shawl] not wearable

When I try to wear the Summoner's Silken Shawl game says "You cannot use an item from another realm!"
Tried it with Hero & Enc both are 50. Checked also if it's location dependant. Can't wear the cloak in TNN or Mag Mell.
