Make a command that a BG leader can grant an Encounter like it was with the ML steps

Hi,
today we hat a Mini dragon raid and a whole group did not get the enounter because we died on the dirst breath due to misshandling the taunt.
It would be great if the bg leader can grant the enounter 2 to 5 minutes afterwards
