Hib Hero Class no short bow/thrust weapons

I'm level 26 Hero and I'm able to buy and equip short bow from the quarter master. I have yet to get a Short bow/thrust weapons from mobs, also the Darkness Falls emerald short bow isn't able to be equipped.
