Most ROG seems correct but I have had a few not salvage correctly. I think they are all studded. Here are the last 2. I will add anymore that I see as I go. Both drops in Spindelhalla.

The item has no salvage_amount value, hence it cannot be salvaged.

Mid studded has been updated to receive the new salvage values.

Just got a drop named "torn sleeves" and upon salvage the message was "Salvage item not set for torn sleeves, contact GM!". Here you are

Crafting Linen Boots and then salvaging them, I'm getting woolen cloth squares instead of linen cloth squares.

Leveling up fletching (because...reasons) and I encountered an oddity. Making Stonewood Short Recurve Bows, I cannot salvage them. This with 1300 woodworking BTW. Then I made a Runewood version (gray to me) and couldn't salvage that as well. It seems like the Short Recurve Bow item salvage is set wrong.
