Tower lord blocks volley floors below... low Z axis

I understand the change that keep/tower lords now block volley but should they be blocking GTs set on the ground floor? For volley at least, it seems to be blocking way down below on the z axis. To clarify, this seems to be happening by Tower lords.
Set GT in a tower on the ground floor
Fire volley
Get a message that xyz lord blocked the volley
