Low Level Loot on Alb Mercenary Tomb Raiders

I received 2 different named loot items while killing Mercenary Tomb Raiders (as part of the lvl 24-29 quest).
The items were:
Level 15 Pain Manifestation Broach - Utility 2; Power Pool 2%, Dexterity 3
Level 17 Crescent Moon Bracer - Utility 14.667; Painworking 2, Dexterity 3, Quickness 4
These items both seem low level for the level/type of mob, and both have a very low utility
I have attached screenshots of the items
