Buying guards with GBP without permission sets timer

If you attempt to buy a keep NPC with Guild Bountypoints, and do not have the permission, you still get put on a timer where you cannot buy anymore, despite no NPC being deployed.
Expected: Error message "You do not have permission", then able to buy the NPC with other currency.
