mentalist rr5 prevents all spells if mentalist is targeted

Hi, when a mentalist uses their RR5 ability on you, you can no longer cast any spells, including ones that don't have a target, while having the mentalist targeted. How to reproduce: be a skald, have a mentalist use this on you, you can no longer cast chants while the mentalist is your target. I can post video if needed.
I believe this is not the intended behaviour and the RR5 should just prevent spells that target the mentalist.
