How much does 100% quality matter for temp?

If I opt to buy armor that's 97, 98, or 99%, will that matter so much if I'm trying for my template? Every template I see requires 100%, but what are the drawbacks? does a lower quality mean I have less imbue points? In the below example, can I still do all of those bonuses with a 97%?

No you need a 100% for those 35.5 imbue points (37.5 is max for a 100%, 99% has 33.5 max, below 99% idk because i've never bothered to see it).
So just ignore any piece lower than 99%, templates have mostly 100% to try to cap everything but if you discard some bonuses you can go with 99% that are surely cheaper

I think quality doesn't change available imbue points on Eden. All armor can have 37.5.

Go for 99% quality only difference between it is about a 3% less chance to proc your reactive. And 1 less AF which will be made up by a base AF buff
99% can have 37.5 imbue points as well.
