Here is another post from 2011 where someone incorrectly says it’s 15% at 7min re-use and then he is corrected by someone who accurately states it is 17% and 3min re-use.

Sorry, I’m not able to find a 10+ year old video of someone who uses celerity and then immediately tries to use something else to show the cooldown.
