Please check Necro Damage Shield?

Just helped a group fight Ris'nir on my fresh 50 necro. It's currently split spec (39 Deathsight, 37 Death Servant).
Using the yellow Damage shield I am only getting very small damage returns from mobs like this. (see screenshot)
Example: Hitting pet for 519 damage and only hitting back for 21 damage.
I dueled a realm mate (Cleric), he was hitting for 7 damage and I was returning over 70 damage.
Can this be confirmed if working as intended?
