Hi Team,

This is rather difficult to prove, but please allow me to attempt:

• 1.85 introduced the new alchemy procs charges and ingredients on August 10th 2006

• 1.85c on pendragon was up from August 10th to 17th 2006. It included Stable Neutralizing and Revivifying charges reuse but they were a 5 minute reuse

• 1.85d went onto Pendragon on August 20th 2006 but no notes were ever produced

Sanya was in Germany for the Roundtable event. I assume was the reasoning that there are no notes from this roughly 10 day period.

• 1.85e & f notes are produced into September 2006 but they are very small and do not include alchemy notes.

There are no other references to "stable neutralizing" tincture that I can find since in the patch notes or pendragon record. And the 30 second reuse appears consistent with live today. So my theory is it was changed in 1.85d but not noted officially and has stayed probably untouched until today.
Daoc Apothecary also appears to agree and I don't think this has been updated for quite some time:

TL:DR
Stable Neutralizing and Revivifying tinctures should probably be 30 second reuse at this patch.
They were added in 1.85, and modified in 1.85c on pendragon (to 5min reuse) then again in 1.85d (to 30 second reuse) but the latter was undocumented except by an outside source because the main person responsible for notes appears to have been abroad for a Doac Roundtable event.

They are already set to 30sec recast


Seems like the item delve still lists it as 90sec, so it is a cosmetic issue as of now.
Or did I misunderstand?
