Resists Bug

on my animist, i have 26% heat resist (just using heat as an example).
i cast CL resist Shield of the Elements on myself value 10 and i now have 36% which is correct.
I make a shroom Vent of Elemental Shielding value 12 and it only adds 2% or 38% total when it should be 48%
If i drop the CL buff I get the full 12% from the shroom so they are not stacking correctly.
