"Stable shifting netherium tincture" grants a 70% health transfer ability.
Whenever I use the ability I get the message: "You do not have enough health to transfer."
My health was at 100% every time when used. The targets health was not full.
The ability did not damage my character nor did it heal my target (which was not me). Spell effects can be seen and a charge is deducted every use.

I also made one and tested it on a friend. Could not get it to work under any circumstances.

Always said "you do not have enough health to transfer".
