Wrong item timer when using Items with buff charges

Hello,
currently on Eden when you switch in an item with a buff charge (e.g. Malevolent Darkspire Mercurial Jewel with D/Q charge) you have a timer of 90 secs before you are able to use it.

You should be able to switch in the item and use the buff charge immediately and only have the timer occur between using charges.
Here you can see a video from 2009 were a warden swiches in an item and uses it instantly

And here is a video on how it works on Ywain currently, the 90 sec timer only occurs after using the first item with a buff charge on it
