Friar Excommunicate Staff Style

Friar Style Excommunicate is falsely triggering as a backup style other styles. It should only trigger as a backup style to Holy Staff and give a message "You must perform the Holy Staff style before this one!" for other styles
I can repro when queuing styles such as <any positional or reactionary> -> Excommunicate -> Holy Staff
Like other styles what should happen is that the positional/reactionary fails to fire, Excommunicate fails because you have to Holy Staff first, then Holy Staff fires as the anytime style.
