Mastery of Magery 8 and 9 Not Increasing Damage

Currently Mastery of Magery is capping out at level 7, giving no benefit to train to level 8 or 9.
The way MoM is supposed to work, is it increases your damage by a percentage, even above the damage "cap". Right now you are only getting the 11% MoM bonus if you train 7,8, and 9. When you should be seeing an increase in damage from MoM 7 to 8, and 8 to 9.

This test was reproduced on dummies and players, on both the spiritmaster and runemaster class, using damage spells with no variance.
