Launcher starts, then nothing (Windows 10)

I was in game and our power flickered and the computer of course crashed. When I got the computer booted a couple minutes later, I click the launcher, see the blue swirl, it's there about 5 sec and goes away and it stops right there.
Edit:
I did uninstall and reinstall to double check none of the files got messed up.

Edit:

Try patching to live. Then try clicking play from the web browser here
