Cannot create a guild

Have invited 3 people on multiple occasions and tried making my guild. It has the name Odin in it and I thought maybe that was preventing it from being created. I tried a few other names and still the same result. I am using /gc Form Name, no one in the group is guilded. If I remove someone it says it requires 4 people, if everyone is grouped just says can’t create the guild.
