Not earning CL XP if PvE XP is maxed

I did the epic quests and it maxed out my PvE XP Bar. However, I'm halfway between CL5 and CL6. When I kill mobs, either in the frontier or in the PvE zones, I no longer earn any XP. Now I'm stuck at CL 5 with no way of increasing it.

Same problem ... bar stuck on champ lev 3 with max PVE exp bar
