Director's Ring of Anarchy /use1 (dex/qui buff) does not reduce the amount of available charges when used. only /use2 (str/con buff) reduced the amount of available charges. (Discovered on Character: Love, 50 Celt Bard, RvR zone)

It works as intended. Charge count is separate.
