When using Shield of War on the Necro, it works as it should in terms of applying the 1m buff to the pet. But the icon on the bar will not show a cooldown timer (5 minutes) or dim the icon out.
Also when you try to use the ability when it's in cooldown it will show you trying to cast it as the combat chat shows in the screenshot, but no message saying you cannot use it.
