Need "power increased" msg when equipping +power pool items ?

I bought the gem and the neck from the level 39 QW. Each says it adds 5% of Power Pool. Yet when I put either or both on, I see no visual evidence of this: my power bar does not move, and I do not see the "Your power has increased" msg. I do see the "The power of xxx flows through you" msg.

When I check /bonuses, it does show a 5% Power Pool buff for each item. However, shouldn't it say "Your power has increased" or similar msg when the item is equipped, and the opposite msg when the item is removed ?
