Macro hardcap of 28 is unresponsive and causes zenkcraft issues

There looks to be a hard cap of 28 macros. Trying to create a 29th in game does nothing. Additionally, if at 28 macros on your bars when importing SC gems to your bars via Zenkcraft loading a character causes the game to crash to desktop. This will continue to happen without any notice of what's wrong until you revert/restore the UI file for the specific character back to no more than 28 macros on their bars. Steps to repro in game 29th macro issue:
1. Be logged into a character with 28 macros on their bars
2. Create a 29th macro via chatbox
3. Hitting enter to create the 29th macro does not create a new macro at the mouse pointer

Steps to repro the crash to desktop via SC gem import from Zenkcraft:
1. Be on the character select screen
2. In Zenkcraft import SC gems to bars on the character that has 28 macros on their bars
3. Log into that character
4. Game crashes to desktop - this will continue to happen until you reset/revert the UI file for that character
